Notice - Placement of concrete sidewalks
Walker Construction would like to inform you that Highway10 Connecting Link is scheduled to have new sidewalk installed.
The disruption is scheduled to start at 7:00 a.m. To 5:00 p.m on November 28th to December 1st, 2023. Access to businesses will be maintained. If the disruption is anticipated to last longer than the aforementioned timeframe, those affected will be notified.
We advise everyone to use sand instead of salt on the new sidewalk to preserve its integrity and allow for a strong cured walkway. You will be advised by a Walker Reparative when it is okay to use salt.

Week Ahead for Week of November 20th to November 24th
This week, Walker Construction Grey-Bruce plans to complete the following outlined tasks below on this project:
Construction work is scheduled to take place on Highway 10, North and South of County Road 4. The work will proceed south on Highway 10 to complete the following scopes. The sequence of the work taking place is,
Monday to Friday – Sidewalk Preparation, North and South of County Road 4 (Highway 10)
Tuesday- Paving, southbound lane to Campbell Street, the Intersection of Spring and Elizabeth Street and The intersection of Margret Street.
Tuesday and Wednesday – Pour Sidewalk, starting on the northern limit of the project and working toward Campbell Street (Highway 10)
Note to the general public: Sections of the sidewalks will be closed from Monday to Tuesday due to the construction activities and for the safety of everyone. Access to businesses will be opened and maintained for the general public.
Highway 10 Connecting Link, Flesherton – Saturday Work
Walker would like to inform you that there will be paving operations on Highway 10 on Saturday, November 18th, 2023.
These works are planned to occur between 7:00 am and 3:30 pm. If there is any variations to the planned timing of the works, residents will be informed at that time.

Monday – Pour concrete curbs (Highway 10)
Monday to Friday – Sidewalk Preparation, North and South of County Road 4 (Highway 10)
Tuesday and Wednesday – Grade granular in preparation of Asphalt, North and South of County Road 4 (Highway 10)
Thursday and Friday – Pave Base Asphalt, North and South of County Road 4 (Highway 10)

Project Background
It was announced in early April that Grey Highlands had been selected for funding through the Ministry of Transportation's 2023-24 Connecting Link Program to receive up to $3,000,000 of the overall project costs for reconstructing Toronto Road and Sydenham Street in Flesherton. This project had been approved as part of the 2023 budget, pending funding approval.
R.J. Burnside and Associates prepared the tender package and it was issued on Biddingo in accordance with the Procurement By-law on April 26, 2023. Five bid submissions were received. The three lowest bids were reviewed for completeness and mathematical accuracy and were compliant, except for a minor mathematical error with one of the bidders.
Staff supports the recommendation of RJ Burnside that the Municipality award the contract for the Highway 10 Connecting Link at Flesherton to Harold Sutherland Construction at their tendered price of $3,187,946 (HST excluded). A requirement of the tender was for the contractor to provide a Public Relations Officer.
Upon award of the contract and start-up meeting, schedules for public consultation and communications to residents and businesses will be laid out.
A Public Information Session was held Wednesday, July 12th at the Kinplex in Flesherton where staff and contractors were on hand to answer questions and project boards were displayed throughout the room with the project details.
The 2023 approved budget for the Flesherton Connecting Link project is $3,491,873. The MTO funding will provide 90% up to a maximum of $3,000,000 of funding towards the project. The Municipality's portion is to be funded through debenture. The lowest bid provided by Harold Sutherland Construction is $3,187,946 (excluding HST).
The total cost including the non-rebatable portion of HST is $3,244,053.85. There are a number of provisional items included in the tender which will impact the final cost of the work.
The Municipality's budget for the construction work including contingencies
is $3,137,412.75.
In addition, the estimate of $282,367.15 from RJ Burnside has been allocated in the
budget for detailed design engineering and contract administration on the project.
Project Timeline
The Connecting Link Highway 10 construction through Flesherton is set to commence on August 8, 2023.
